An in-house lawyer in Riyadh earns a monthly base of roughly SAR 35,000 to 60,000 at counsel level, SAR 70,000 to 95,000 as senior counsel and SAR 90,000 to 180,000 as General Counsel in 2026. Chief Legal Officers at major and sovereign entities reach SAR 150,000 to 280,000. There is no personal income tax on salary, and the package on top decides the real figure.

Practice area. Compliance, financial-regulatory and data-privacy seats are pricing at a premium in 2026. Company-secretarial and governance seats at listed groups are professionalising fast and paying accordingly.
Who owns the employer. Sovereign-linked employers pay the top of the band. Family groups and mid-market companies sit lower and often flex more on package.
Saudi qualification and Arabic. Saudi qualification is the scarcest credential in the market, and Saudi packages increasingly carry premiums for bilingual Arabic-English drafting. Employers are also hiring Saudi nationals to meet Saudisation requirements for the legal function, which pulls the premium up further.
How the hire is run. A confidential, retained search for a senior seat prices differently from a published advert. The candidate on the shortlist is rarely the one who applied.
The package-on-top pattern belongs to in-house and government seats: housing, school fees, flights and bonus. Two offers with the same base can be a long way apart once the package is priced, so ask for all four elements in writing before comparing.
For in-house counsel, Dubai's General Counsel band is AED 90,000 to 160,000 a month against SAR 90,000 to 180,000 in Riyadh. The dirham and riyal sit close in value, so the comparison is nearly direct, and Riyadh's top end is higher. Both markets are free of personal income tax.
