There is no single Head of Legal number in Abu Dhabi, because the title covers two different seats. In-house counsel run roughly AED 35,000 to 75,000 a month base in 2026 and a General Counsel AED 90,000 to 160,000; a Head of Legal lands between the two according to the scope of the role and the employer. There is no personal income tax, and the package on top — housing, schooling, flights and bonus — decides the real figure.

Our benchmark publishes one set of UAE bands covering Dubai and Abu Dhabi together, so these are the figures to use. We do not publish a separate Abu Dhabi band, and a Head of Legal band is not broken out. Treat the table as the frame and test a real offer against it.
The sole legal lead. At a mid-sized or regulated business the Head of Legal is the only senior lawyer, reports to the CEO and carries everything a General Counsel would. The pay should be read against the General Counsel band.
The team leader. At a larger group the Head of Legal runs one function or one jurisdiction beneath a General Counsel. Here the pay is read against the upper end of the in-house counsel band and the lower part of the General Counsel band.
Ask three questions of any offer: who does the role report to, how many lawyers sit beneath it, and whether it sits on the executive committee. The answers place it more reliably than the title does.
The employer. Abu Dhabi's legal and compliance market centres on ADGM and on government and sovereign-linked employers rather than the dense international-firm market that drives Dubai. The strongest packages tend to sit with sovereign and regulated-finance employers; the private-sector market outside them is thinner.
The package. Housing is often around AED 25,000 a month and school fees are typically capped near AED 30,000 to 50,000 per child, with flights and bonus on top. Two offers with the same base can be a long way apart once the package is priced.
The specialism. Compliance, financial-regulatory and data-privacy seats are pricing at a premium in 2026, and company-secretarial and governance seats at listed groups are professionalising fast.
