What does a legal recruiter cost in the Gulf, and how do the fees work?

Answered from Legal Route's own Gulf search experience. Updated October 2026.

Legal recruitment in the Gulf is charged as a percentage of the hire's first-year package. Contingent search commonly runs in the mid-teens to low-twenties per cent, rising for senior and executive roles. Retained search for General Counsel, partner and confidential mandates is a higher percentage, billed in stages. The number to watch is what the percentage is charged on, because the package is larger than the base.

Contingent and retained search compared

MODELHOW YOU PAYBEST FOR
ContingentNothing unless you hire their candidate; mid-teens to low-twenties per cent of first-year packageHigher-volume, lower-seniority roles where speed and choice matter
RetainedHigher percentage, billed in stages; one recruiter, exclusiveGeneral Counsel, Head of Legal, partner and confidential mandates

What the fee is really charged on

The percentage applies to the package, not just the base. For a UAE General Counsel with a base of AED 90,000 to 160,000 a month, housing is often around AED 25,000 a month and school fees are typically capped near AED 30,000 to 50,000 per child, so the fee is calculated on a larger number than the salary alone. Budget on the full first-year package plus the fee.

A UAE General Counsel's base runs roughly AED 90,000 to 160,000 a month. Package items such as housing, schooling, flights and bonus sit on top, so two employers with the same base can pay very different fees. Ask for the fee basis in writing before the search starts.

Retained or contingent for a senior hire

Retained suits confidential, senior or hard-to-fill roles such as General Counsel, Head of Legal or a specialist compliance hire. Contingency suits higher-volume, lower-seniority roles where speed and choice matter more than exclusivity. For a senior Gulf legal hire, retained search is usually worth the fee. A retained recruiter has a real stake in getting the brief right first time, because the fee is committed either way. A contingent recruiter is paid to find a match fast, which can mean more candidates and less rigour on fit.

What you are buying at the senior end

Access, discretion and a genuine market map, not a stack of CVs. The best Gulf legal candidates are rarely on the open market and move through direct, confidential approaches. Regulated compliance seats add regulator lead-time on top, so start well before a licence milestone.

Questions to ask before you engage

What is the fee calculated on, and when does it fall due. What happens if the hire leaves early. Whether the recruiter holds a live network in the market you are hiring into. What is negotiable. A good recruiter answers all four plainly.
