Yes, and it is a mainstream route now, not a stopgap. Companies bring in an interim or fractional General Counsel to bridge a departure, carry a deal peak such as an IPO or restructuring, or act as a first-lawyer bridge while a permanent legal function is designed properly. An in-region interim can typically start in days to a few weeks, against months for a relocated permanent hire. Day rates are quote-only across the market — nobody publishes them.
A General Counsel departure. Legal risk does not pause while a permanent search runs. An interim keeps signature authority, contract review and board reporting live while the right permanent hire is found — usually a three to nine month bridge.
A deal peak. An IPO, restructuring or major transaction can double a legal team's workload for a defined period. Bringing in interim capacity for that window is cheaper and faster than hiring permanently for a load that will fall back afterwards.
A first-lawyer bridge. A growing company that has outgrown outside counsel spend but is not ready to commit to a permanent Head of Legal can use an interim to build the function's foundations — policies, templates, governance — before making the permanent hire.
The limiting factor is almost never availability of good people; it is right-to-work. An interim either already holds their own Gulf residence status — a golden visa, spouse sponsorship or freelance permit — or needs to come onto your company's licence or an employer-of-record for the engagement term. Settle that route early in the conversation, because it usually decides the start date more than anything else. An interim who already holds residence can typically start within days to a few weeks.
There is no day-rate benchmark for interim or fractional senior counsel anywhere in the Gulf market. Engagements are quoted against the specific brief: seniority, sector, hours expected and duration. Treat any rate you hear quoted informally as unverified until it is priced against your actual brief.
For reference only — this is full-time base pay, not an interim day rate, and the two are priced separately — Legal Route's 2026 benchmark for permanent General Counsel monthly base salary is:
| MARKET | GENERAL COUNSEL — MONTHLY BASE |
|---|---|
| UAE (Dubai / Abu Dhabi) | AED 90,000 – 160,000 |
| Saudi Arabia (Riyadh) | SAR 90,000 – 180,000 |
| Qatar (Doha) | QAR 70,000 – 120,000 |
