Should a Gulf startup hire its first lawyer in-house, and what should it pay?

Answered from Legal Route's own 2026 Gulf benchmark — built from real placements and live mandates, not scraped job ads. Updated October 2026.

Hire in-house when legal work is constant rather than occasional: contracts every week, a regulator to deal with, employment and fundraising questions that cannot wait for an outside firm's turnaround. Before that point a retained outside firm is cheaper. When you do hire, a UAE in-house counsel earns a monthly base of roughly AED 35,000 to 75,000, and the first hire is almost never a General Counsel.

In-house counsel pay, 2026 — monthly base

MARKETLEVELMONTHLY BASE
UAE (Dubai and Abu Dhabi)In-house counsel, early to midAED 35,000 – 75,000
Saudi Arabia (Riyadh)Counsel, early to midSAR 35,000 – 60,000

Qatar (Doha)Counsel, early to midQAR 18,000 – 55,000

These are base bands to test a real offer against, not promises. There is no personal income tax in these markets, so the package on top decides the real figure.

How to decide: in-house or outsource

Stay with outside counsel while legal work arrives in bursts: a formation, a financing round, an occasional dispute. A retained firm gives you depth on demand without a fixed cost.

Hire in-house when the same questions return weekly, when a regulator or licence condition needs a named person, or when the founders are spending real time on legal matters that a counsel would close in a day.

Who to hire first

A counsel, not a General Counsel. The General Counsel band is priced for running a function and a team. A startup needs someone who can work alone across commercial contracts, employment and corporate housekeeping, and who can grow into the senior seat as the company scales.

Law-firm background or in-house background. A lawyer from a firm brings drafting discipline and a network of outside counsel. A lawyer from in-house brings commercial speed and comfort saying no without a long memo. Hire for the problem you actually have.

Market fit. In Saudi Arabia, Saudi-qualified, bilingual lawyers are the scarcest talent in the Gulf and command a premium. If your business is in the Kingdom, decide early whether that profile is essential.

What the package adds

In the UAE, housing is often around AED 25,000 a month, school fees are typically capped near AED 30,000 to 50,000 per child, and flights and bonus come on top. A startup that cannot match this can offer equity or a clear route to the top legal seat, but it should say so at the first conversation. Candidates dislike finding out in the third round.
