Gulf legal market, Q3 2026: the count

20 named partners were announced as joining Gulf law firms between 1 July and 30 September 2026, 6 general counsel and head-of-legal appointments were announced, one firm opened a new Gulf office, and Legal Route's tracker captured 585 advertised in-house legal vacancies from 434 employers. Every move comes from a named public report. Every number is a floor.

By practice: corporate 7, disputes and arbitration 4, projects 3, funds 2, regulatory and public policy 2, banking and finance 1, aviation 1. Two partners came into private practice from the state side, one from a Saudi ministry and one from the Public Investment Fund. Two partners in the count left Saudi seats for the UAE.

Akin took three partners, more than any other firm. Hogan Lovells Cadwalader and Linklaters took two each, and both added partners in Riyadh and the UAE. Thirteen firms took one. One office opening: Sullivan & Cromwell's first Gulf office, in Abu Dhabi (ADGM), announced 14 September.

An employer advertising in two markets is counted once in each market row and once in the 434. Where the tracker classified the practice, regulatory and compliance roles were 140 of the 237 classified; 348 of the 585 carried no classification. No employer or role is named from this data.

How it was counted

  1. A move is a named person or a named firm taken from a named public report with a link, dated by the day it was first reported, not the day the person starts. Nothing is estimated and nothing comes from Legal Route's own searches, clients or candidates.
  2. Counted: partners, including local partners, announced as joining a law firm practice with a seat in the Gulf; general counsel, chief legal officer and head-of-legal appointments at GCC employers; a firm's first office in a Gulf city. Not counted: internal promotions and management titles, hires below partner or with no rank given, seats outside the Gulf, and moves reported but not confirmed by either firm.
  3. Vacancies are what Legal Route's tracker captured, test rows removed. The tracker's sources widened in August, so only quarter totals are printed and no month is compared with another. Public announcements under-record the in-house market, Saudi Arabia and the smaller GCC markets, so every figure here is a floor.

What to watch in the fourth quarter

  1. The Kirkland trio. Three Kirkland & Ellis partners in Riyadh were reported on 8 September as set to rejoin Latham & Watkins; neither firm had commented, so it stays out of this count and enters the next one if announced.
  2. Saudi general counsel appointments. None was announced in the quarter, against 171 advertised Saudi in-house legal vacancies captured by the tracker. The gap is between what is advertised and what is announced.
  3. Qatar. No partner move into Qatar and no Qatar general counsel appointment was announced, against 45 advertised vacancies captured there. The fourth-quarter report will also carry the first quarter-on-quarter comparison in this series.
